  この文章は

  『the price』は『this service has going for that』を部分否定してると考えたらよいのでしょうか？

  『価格』は『このサービスは良いところを持っている』ことの全てではない。

  文構造がよくわかりませんでした。

  これは部分否定ではありません。

  allは名詞で、その後に関係代名詞のthatが省略されており、allはhasの目的語です。

  have + O + going for itは「〜には良い点がある」という意味です。
